Russia and Pakistan agreed on the main provisions for the implementation of the «Pakistan Stream» gas pipeline project

On July 12-15 the 3rd meeting of the Russian-Pakistani Joint Technical Committee (JTC) on the implementation of the strategic project for the construction of the «Pakistan Stream» gas pipeline (PSGP) from Karachi to Lahore, formerly known as the North-South project, was held in Islamabad with the participation of the Trade Representation. Russian delegation was headed by Alexander Tolparov, Deputy Director of the Department for Foreign Economic Cooperation and Development of Fuel Markets of the Russian Ministry of Energy, while Pakistani delegation was headed by Federal Secretary, Petroleum Division, Ministry of Energy, Arshad Makhmud. On Thursday the parties have successfully completed negotiations and signed, in the presence of Pakistani Federal Minister for Power Hamad Azhar, the minutes of the meeting and the Heads of Terms of the shareholder agreement. The estimated cost of the construction of the gas pipeline will be $ 2.5-3 billion, the project is planned to be completed by the end of 2023. The parties have determined the principles concerning the structure of the share capital, corporate structure, financial mechanisms and guarantees and minimization of risks. The next step in the implementation of the project will be the signing of the shareholder agreement, financial agreement, agreement on gas transportation and an agreement with creditors.
